Beginning April 19, 2026, multiple higher education institutions in Islamabad and Rawalpindi, Pakistan, have transitioned to online instruction. Affected universities include the International Islamic University and Pir Mehr Ali Shah Arid Agriculture University.

Islamabad, the nation’s capital since 1967 when it replaced Karachi, was designed as a planned city by Greek architect Constantinos Apostolou Doxiadis. Its master plan divides the city into eight zones, including administrative, diplomatic, residential, educational, industrial, commercial, and rural and green areas managed by the Islamabad Metropolitan Corporation. The city’s population exceeds 1.1 million, while its metropolitan population surpasses 2.3 million.

Together with Rawalpindi to the south, the combined metropolitan area holds over 5.7 million residents. Dr. Muhammad Ali Shah, Vice Chancellor of Pir Mehr Ali Shah Arid Agriculture University, stated that the shift to online classes is a precautionary measure aimed at protecting the safety of students and faculty.

The decision occurs against a backdrop of potential renewed diplomatic engagement between Iran and the United States. U.S. Secretary of State emphasized the importance of cooperation with allies including Taiwan, Japan, and the Philippines to foster regional stability. The European Union, the United Kingdom, and Israel have also coordinated with the U.S. on shared security issues.

EU Foreign Policy Chief Josep Borrell noted the EU’s commitment to supporting regional partners and pursuing peaceful conflict resolution. Iran’s nuclear program and support for militant groups have drawn international concern.

Iranian Foreign Minister Hossein Amirabdollahian expressed willingness for constructive dialogue to address international concerns. However, the U.S. remains cautious, with Secretary Blinken stating that diplomatic efforts require a clear understanding of Iran’s intentions and actions. Pakistani Interior Minister Rana Sanaullah Khan affirmed that the government is taking necessary measures to maintain law and order and protect citizens’ rights.

The international community, including the EU, UK, and Israel, is providing support for regional security. China, a key regional player, has drawn attention from the U.S. and its allies due to its growing military presence and economic influence.

U.S. Secretary of Defense Lloyd Austin stated that the U.S. is committed to maintaining a strong regional presence and working with partners to promote peace and security. Russia, under President Vladimir Putin, has also raised concerns through its actions in Ukraine and support for militant groups. The U.S. is addressing these issues via diplomatic channels and allied cooperation.

As the situation in Islamabad and Rawalpindi evolves, international stakeholders remain focused on promoting peace, stability, and security in the region.
